The Office for Film, Newspaper and Article Administration (OFNAA) has been collaborating with various bureaux, departments and organisations proactively to take forward publicity and public education work on the Control of Obscene and Indecent Articles Ordinance (Cap. 390) (COIAO), with a view to protecting children and young people from the online obscene and indecent contents. On 29 April 2025, OFNAA joined the seminar under Teacher Professional Development Programme organised by the Education Bureau and introduced the key features of COIAO, OFNAA’s support to schools as well as the related publicity and public education events to over 200 teachers teaching general studies and humanities subjects in primary schools.

Speaking at the seminar, the Assistant Director of Film, Newspaper and Article Administration, Mr Chris Fung, said that while the fascinating cyberworld could help young people obtain useful information for learning, young people could also come across a myriad of objectionable materials featuring, for example, violence or sexual content. In recent years, young people are particularly keen on using emerging platforms such as video streaming services, video sharing services, and social media. If they might encounter obscene or indecent materials through these platforms, they might be influenced by the distorted values in such materials. Indeed, they may even contravene COIAO if they share such materials with others on the Internet.

Mr Chris Fung reiterated at the seminar that schools play an important role in educating young people not to access objectionable information. OFNAA will continue to organise various publicity and public education programmes to urge young people to stay away from obscene and indecent materials on the Internet. He encouraged teachers and schools to participate actively in the various promotional events held by OFNAA and adapt the learning and teaching resources of COIAO outside the classroom flexibly with a view to preventing the harmful influence of online objectionable materials on students, thereby helping them develop correct values and positive attitudes in the use of the Internet.
