• Trophies and cash coupons will be awarded to the champion, first runner-up, second runner-up, and the 5 merit award winners of each group.
• Certificates will be given to all participants of the competition.
• Students who submitted video entry will also be awarded a participation certificate.

The contestants shall choose one of the topics from below in promoting The Control of Obscene and Indecent Articles Ordinance. (Chinese only)

Contestants shall follow the below order in recording the video:
(i) Announce their names and groups;
(ii) Perform the speaking once.
Contestants will be disqualified if they failed to comply with the following:
- The video must be a single, continuous shot video footage. Contestants must not stop or pause the camera during shooting.
- Special effects (such as filters, transitions, colour adjustments, light adjustments or subtitles etc.), mixing, editing or post-production are not permitted.
- The video must be recorded live and dubbing is not permitted.
- Contestants’ marks will be affected if they do not observe the following:
The audio and video have to be synchronised and the sound quality has to be clear and smooth.
The resolution of the video should be 720p (1 280 x 720) or above.
The shooting has to be done indoor with a simple background and sufficient lighting. Avoid having any bright lights from behind, and virtual or projected background. The recording environment has to be quiet.
The entire video must clearly show the contestant’s full body (from head to waist), appearance, actions and posture.
When shooting, the camera has to be stable without any camera movement (including zoom in / out).
No amplifiers should be used.
Participants may choose one of the following methods to submit their videos:
• Method 1: Upload to YouTube
1. Upload the competition video to your personal YouTube account.
2. Set the video to "Unlisted."
3. Name the video title in the following format: Name—School Name
4. After the upload is complete, obtain the video link.
5. Send the video link together with the completed registration form to info@hkccda.org.
6. The email subject must be filled in the following format: "Healthy Chinese Public Speaking Competition_Name_School Name"

• Method 2: Upload to Cloud Storage
1. Upload the competition video to your personal cloud storage space (e.g., Google Drive, Microsoft OneDrive, etc.).
2. Ensure that a shareable link for download has been obtained.
3. Send the video link together with the completed registration form to info@hkccda.org.
4. The email subject must be filled in the following format: "Healthy Chinese Public Speaking Competition_Name_School Name"
• Please submitted the video before 11:59 p.m.of 27th January 2027 (Hong Kong Time)
If the video cannot be played during the adjudication period, regardless of reasons, the contestants will not receive any marks or certificates. OFNAA will not inform the participant if such cases arise.
Please reserve time for filling out the related information and uploading the video to avoid heavy upload traffic. The submission time is based on the record of the computer system of the organiser. Any late submission, regardless of reasons, will not be accepted.

Judging Criteria
Adjudication will be based on the overall performance of the Competitors, including:
• Content of the speech – whether the content is relevant to the topic and able to promote the Ordinance (40%)
• Voice (20%)
• Presentation skills (20%)
• Eye contact and confidence (20%)
The decision of the judges shall be final.
