Background

The Office for Film, Newspaper and Article Administration (OFNAA) is one of the enforcement agencies authorised under the Control of Obscene and Indecent Articles Ordinance (Cap. 390) (COIAO). Items subject to regulation under the COIAO include newspapers, magazines, comic books, video tapes, video compact discs, laser discs, audio tapes, electronically transmitted text and images, as well as publicly displayed materials.

Other than enforcement, OFNAA devotes a great deal of effort to conducting publicity and public education programmes to enhance the public’s knowledge of the COIAO. In addition to members of the public, parents, and teenagers, OFNAA also conducts a retailer education programme to explain the major provisions of the COIAO to the operators of some 5,000 relevant retail outlets to prevent them from encroaching on the law unintentionally.

Objectives

  1. Strengthen the awareness of the COIAO among the shop owners and / or staff / agents.
  2. Introduce the content of the COIAO through visits to the retail outlets and answer enquiries over the regulation of obscene and indecent articles.
