Please read the following notes before lodging a complaint on obscene or indecent articles/matters.
The Office for Film, Newspaper and Article Administration (OFNAA) is one of the government departments responsible for the enforcement of the Control of Obscene and Indecent Articles Ordinance, Cap. 390 ("COIAO"). The COIAO regulates the publication of various articles such as newspapers, magazines, comics, VCDs, DVDs, as well as articles published on the Internet (including pictures and images), and it also monitors the display of indecent matter. At present, OFNAA, Police and Customs and Excise Department are responsible for the enforcement of the provisions under the COIAO. The division of labour is as follows:
The Newspaper and Article Administration Division of OFNAA handles complaints related to the COIAO, whilst the following subject matters are outside the purview of the COIAO. To lodge complaints on subject matters outside the purview of the COIAO, you may contact the following responsible departments direct:

In view of the large number of articles/matters made available to the public, complainants are advised to provide sufficient and concrete details to facilitate OFNAA's follow-up. When lodging a complaint, please include sufficient and concrete details, such as the names and/or titles of the articles/matters. If you wish to lodge complaints against contents of photos/video clips, please provide such photos/video clips, or the website links for accessing the photos/video clips, for OFNAA's investigation. Complaints without sufficient and concrete details may not be further processed.
